Rob , this is the Palmetto last summer . It recovered well from all the zone 7 winters in the past . It is definitely not going into decline and should recover fast after this brutal winter . It did recover fast after the 4F and 5F winters a few years back . It had 5 inflorescences last summer !
I do understand what you are saying , but as long as the growing bud if healthy I believe I have enough summer heat to recuperate them .
Last summer , and after some crappy winters over the last 5 years :
