I'd say it's Dasylirion texanum. It's definitely not D.leiophyllum, whose spines are pointing towards the base of the plant, and also not D.wheeleri.
As Dasylirion texanum is green with upward pointing spines AND it is also pretty hardy (down to 0°F). So this is probably the most likely Dasylirion species for the plant shown.
