As a practical matter, T. fortunei is hardy to Zone 8a. They can be found, unprotected, in warmer niches and microclimates in 7b, but I've seen them killed outright in 7b after rough winters too. A plant info/care tag at a nursery does buyers a disservice when they are too optimistic in their hardiness claims.
