Thinking of transplanting this palmetto.

This palmetto has been in the ground going on it's third winter. It was planted during a fall and defoliated by winter due to not having much of a root system as it was field grown. It gets clipped quite a bit as required to not obstruct the address number or hang into the sidewalk or street so I am moving it to save it. It's never protected and growing out by the street facing the north. If I were to get it transplanted professionally, is it possible to get all of the roots when digging so that the palmetto does not have to start over? I would be doing this in the spring. Thanks!
