I was wondering the same--the leaves look more like a manzanita, and arbutus is usually much more upright.
I have a very old pic (appears to be 2006 when my camera wasn't great and I didn't think to adjust for brightness) of an Arbutus unedo in San Diego (which should look as good or better up in Hayward and the Oregon Coast)...
