It could be aphids or the stress caused by all that rain or even the type of Crepe. Some of the Crepes here in Augusta look the same way, but others look normal. Either way, I wouldn't worry about it. They will probably refoliate normally in the Spring.
You could check for dead twigs toward the top. They will start curling like fingers in rictus. That would be a bad sign indicative of root damage. There is a new Crepe scale starting to become a problem, but all the pictures that I have seen of it show the scale as a very obvious problem.
