What is happening to my Crepe Myrtles?

Hi everyone. I went to check on our old family property that we don't attend to (except for hiring a mower) and my crepes look either diseased or starving for water. Tropical Depression Harvey gave us nearly 10 inches of rain and Irma gave us another round. We are definitely not hurting. I have to do some trimming asap and hire some weeders and mulchers before the neighborhood starts calling. Should I even trim the crepes in this condition? What do you think is causing it? Crepes across the street are suffering like this as well but not at any of the other houses. Thank you for any help!
