A friend of mine recently moved to Sugarloaf Key. Reports are that 90% of the island are destroyed or damaged. I was chatting with him today and he is staying positive until anything is confirmed. Very sad as the keys are so beautiful and unique.
You are correct about the proofing of structures. The building codes were tightened in 2001 after Hurricane Andrew brought about the fact many homes were built under-code. Orlando is now rated to 130 mph gusts. When my home was built, it was built to something like 100-110 mph for 20 to 45 seconds (like a measurement of sustained winds). Most damage I've seen is from falling trees or tornadoes. Structures in the Keys are in the 180 mph gusts now. Most of their damage came from storm surge as you mentioned.
