The orange marked areas look like sea turtle egg locations. The only ones I've seen this season were on the Long Island shore of all places. I do wonder how the people who mark them know where these are.
That's a hefty bunch of seeds on that palm. My inexperienced guess is that it's a Philippine Christmas Palm.
