In my cold zone 7b in NYC, the only palms I had total success without any protection is my needle palm. My most vigorous are my trachycarpus which I cover when temperatures dip into the teens, but I've had my Chamaerops recover from pretty brutal cold (3F unprotected). Even my livistona has shown pretty decent tolerance to the cold, but the fronds are very tender.
I think you can get away with much more in Arkansas and Sabal minors and needle palms should be safe with no protection and Trachys should do well with protection below 15F (just to play it safe).
