Be sure to wiggle the emerging spear a bit until it starts to open up. The scale really proliferates in those closed pleats and if you don't separate them, the scale can hide there. After opening the spear, then spray the palm all over to saturation point on both sides of the leaf and down into the crown.
Check for ants in the area. They spread scale like crazy.
I use Zylam (expensive) for scale, but using horticultural oil in cool weather (45F - 80F) and Imidocloprid during the growing season should do the trick. You might even use Malathion with a surfactant so that it penetrates the waxy scale shell.
