Jeff I would recommend that you get cotton balls, q-tips and rubbing alcohol and physically remove as much of it as possible then maybe treat with horticultural oil at the right time. I think in our climate physically removing them is sufficient. I know that treated plants with systemic they never seem to kick it so I'm thinking that the chemical solution doesn't work as well as physically removing them since we can get ahead of it up north here unlike in the south.
