Just so folks are aware, I've gotten Fuchsia magellanica to survive as a perennial here in Zone 7a Delaware. It pretty much dies to the ground here in winter and takes it time returning in spring... but it is do-able. I've grown mine in bright light but very little direct sun. I think getting the site right is critical here, with our hot summers.
