Well 'to Washington, DC'
could mean it's hardy 'to the heat island of DC', which is around 7b. I would say it's not completely hardy in the outer suburbs. So, I would rate L. lucidum a 7b -- somewhere between 0 and 10 you might see damage. Now likely it will outgrow the damage quickly.
L. japonicum is 'just' hardy here. I've seen a bit of damage during really cold years too though. Not in town, but in burbs.
