My experience with Bizmarckia is that they do alright into the mid-upper 20's. It gets sketchy below 25 because of a matrix of genes, moisture and duration. Mine in Jacksonville recovered from a low of 21-22 but it lost 75%+ of its foliage. By the following winter, most people wouldn't have been able to tell anything had happened, but experienced palmophiles could. For the record, I had 3 Washie robusta and one of them was 100% defoliated, one was slightly damaged and the other was in between. Queens lived but mostly defoliated though the "Silver Queens" really did perform better.
