No--YOU can grow them. They are not that tender. Mine have seen 32f - no problems that I recall.
As far as on rainfall alone? I think if you used them in shade..they would show the P.selloum kind of drought tolerance in a lesser way.
I give mine pretty much average summer watering. Twice a week,three if we have a heatwave.
