That's definitely the smallest I have ever seen one bloom! Mine was pretty small when it first bloomed. The trunk at the time was about 3 inches high and maybe 2 inches wide. It flowered reliably every spring at that height until the crown was defoliated in 2014. It fully recovered but hasn't flowered since! I have no idea what onsets their blooms, but they seem to be happy to bloom before fully mature.
