At what size can a Chamaerops start to flower/produce seed?

So I have a small C. humilis cerifera that has produced a small little seed stalk. At least I think it's a seed stalk. It could be a little flower stalk. I've never had a chamaerops flower or seed before.

Is it usual for them to flower or produce seed this small? Seems awful small to me anyway.
