I personally would go with zoysia of those 2, though I have never heard of growing it from seed. Another option is Buffalo grass, though I am not sure if that would work for you. It would thrive in your climate and be fertilizer free with very infrequent mowing and is drought tolerant, but I think it would be more of a natural prairie look than a lush, dense, green lawn that can withstand heavy traffic.
