At the point of sounding sacrilegious, Needles are really the only palm that'll work in Northern Delaware and take a TRUE 7a winter where the low gets right around 0F. Minors will defoliate, and then take 2 growing seasons to look good again.
Windmills are basically 7b palms that you can try for laughs in 7a.
