Plenty tropical plants come from or are adapted to dry regions of the world. Plumeria and bismarkia come to mind. Getting these plants started will be the hardest part in dry time until they set good roots. Sounds kind of interesting the pallette of plants doable there.
Is an irrigation well possible? Good luck with your new land.
