My guess is that the "hurricane cut", which works ok in Florida, doesn't work so well that far north. Add that to the cold windy conditions right at the beach front in Virginia Beach. I think it may all be too much for Sabal palmetto to have long-term survival prospects.
But a little ways inland, but still in the Zone 8a strip of SE Virginia, it seems they do much better - especially if container grown. Lots more summer heat, just a few blocks in from the beach, plus shelter from the winds.
