Someday at least. I wouldn't expect temps of 30 degrees to damage ANY type of citrus, including non-hardy sweet oranges. From what I hear, even the sour varieties of citrus that don't have that foul Poncirus aftertaste can be used for ade drinks if sweetened sufficiently. I don't think sweetening gets rid of the Poncirus taste. Changsha is an edible form of Mandarin (albeit very seedy), so what is "English" with which it's hybridized?
