I agree with what ,and some of the others are saying.It's basically growing and recovering from some sort of debilitating weakness.I would carefully trim back the falling boots,since they're just going to provide a place for rot to set in.If you really wanted extra insurance that it will live,you could protect it,if it's scheduled to freeze hard,at least trhough this next winter,till it's really fully recovered.A while back I posted a picture of a large Washy,with 15 ft of trunk,that had an incredible constriction,and it's trunk was only a few inches around in that place,and still miraculously stll alive.Those Washies are a pretty tough plant!
