The crown looks healthy. Sometimes the old boots will fall off making the tree skinny at that section. Washingtonias do not like alot of water and need plenty of sun. I do not know how cold you get, but anything under 20F the trunk should be wrapped anyway. I would suggest plenty of magnesium next year....
These few washingtonias were dying at a nursery business inland of SC
