I thought this as well when I saw the solicits. I am banking on it being a scheduling thing, as right now there are two issues solicited by Marvel as going on sale in the month of October (#14 on 10/10, and #15 on 10/31). So it's possible that #16 will be solicited for December and come out on like 12/6, which would only be 5 weeks from 10/31.
This may also have to do with the division of weeks for the fiscal months; on the fiscal calendar, 10/31 is in November, so perhaps that "counts" as a November issue for accounting/record-keeping purposes.
Similarly, I was all a-panic at the lack of a solicit for New Excalibur, but I think the Excal/Exiles crossover By The Sword may be taking it's place for a bit.
