There is a difference between external elements of the whole heraldic achievement being changed and also between lesser, middle, and greater escutcheons of arms.
The Count of Barcelona habitually used the greater escutcheon of arms but he also used the lesser arms. The greater arms remain unrevoked and the two kings could have each used them if they wished to without it being considered a substantive change of arms (as on the escutcheon).
So, I do not see why the case you mentioned is so extraordinary.
Different arms for different claims… this is different than changing the arms for one claim. So, yes, it is extraordinary given how ancient the arms of France Modern are (1376 is when they were adopted in that form).
