Order of Civil Merit (Spain)

According to the article below, the Spanish government has decided (it seems entirely appropriately) to award posthumously the Grand Cross of the Order of Civil Merit to Ignacio Echeverrķa for his heroic actions during the London Bridge terrorist attack. I know this is a trivial technical question about a very solemn matter, but will the King play any role in presenting this award to the family? More generally, does the monarch normally have any, presumably strictly ceremonial, role in the awarding of this order? http://www.bbc.com/news/world-europe-40226731
