Yes José, we all know she wasn't/isn't known for extreme beauty, elegance or fashion taste. Nor was the previous First Ladies, but all of them improved when their husbands were Presidents. Though they aren't the biggest fashion icons (and no one expect that from them) they always appeared dignified and far better than many other ladies in their postions. And when you see someone so attached to "the right to dress and the right to do" like Henri M. praising Maria Cavaco Silva... is certainly a good sign! 
And I must say The First Lady was perfect for the occasion. I would say the same about The Princess's... shoes, at least.
While searching for Mrs. Cavaco Silva's photo at The Duke of Braganza's wedding, you could also find a photo of the previous First Lady during the final match between Portugal and Greece at Euro 2004! Very patriotic...
