Interesting. We may assume that the Conde de Barcelona (at that moment head of a non-ruling House) would not have had objections against a marriage of Don Carlos-Hugo de Bórbon-Parma with Princess Irene of the Netherlands.
It would be interesting to know what the Conde thought about the alliance of Prince Henri of Luxembourg with Maria Teresa. I have the feeling he will have supported the Duke of Parma in his formal rejection on ground of the 'family treaty' and/or 'tradition'.
We still do not know how the Duke of Parma feels about the plans of his son Prince Carlos to marry Anne-Marie Gualthérie van Weezel. If he considers this a dynastic marriage or not. And how other Bourbon-Parmas, like his brother Sixte and his sisters feel about that.
There is no any communiqué about that. Maybe that is telling as well.
