Isn't the King of Spain quite finely tuned into the political landscape? Is it not possible that his increasingly touchy feely nature is perhaps reflective of the fact that the current government is Socialist?
Perhaps he feels it in his own interest to be overtly friendly to the current government? After all I am sure the Spanish King doesn’t want his relationship with his government to devolve into the kind of childish situation we saw in the UK with the whole Cherie-curtsey situation, which I suspect courtiers at Buckingham Palace deliberately stoked up in the tabloid press.
Although there was obviously some familiarity (not unique to Spain, I have seen the Prince of Wales embrace female cabinet ministers in His Mother’s government) it struck me almost of the older ladies looked rather enamoured and in awe of their King

: The King has presided over the Council of
: Ministers, aka the Cabinet. It does not
: happen often, but it has become a tradition
: that he is present when a new Govt., after a
: general election, is formed. It is an
: informative meeting, with no resolutions
: adopted. The King was informed of different
