

Posted by STL Today.com on 7/25/2008, 10:51 am A judge has ordered Jennings (MO) to set up a framework so negotiations over an initial contract with its police officers and Lodge 15 of the Fraternal Order of Police can begin.
St. Louis County Circuit Judge David Lee Vincent III ruled Thursday that Jennings' officers up to and including the rank of lieutenant have a constitutional right to collective bargaining, and city officials must "meet and confer" with them.
In October, all 37 officers of the department below the rank of major signed cards saying they were interested in exclusive representation by Lodge 15, which represents about 1,400 police officers in the metropolitan area.
Kevin Dolley, an attorney for the union, said Vincent, in effect, ordered each side to submit proposals for a bargaining framework in 30 days for the court to consider.
If Jennings fails to submit a proposal, Vincent said in his order that he would consider adopting the proposal submitted by the union.
