The bill was the subject of a hearing before the House Subcommittee on Crime, Terrorism, and Homeland Security in early September. National Treasurer Tom Penoza testified at the hearing and urged the Subcommittee to consider and pass H.R. 2726. Executive Director Jim Pasco met with Dr. David W. Hagy, Director of the National Institute of Justice (NIJ), to discuss the impending rollout of the new standards for soft body armor and to express the FOP's concerns with the draft standard for law enforcement personal protective equipment (LE-PPE) recently released by the NIJ's Special Technical Committee.
III. Update on Legislation amending LEOSA
The Senate bill, S. 376, which was favorably reported by the Committee on the Judiciary in May, has nine (9) cosponsors.
The language in S. 376, H.R. 2726, and Chairman Leahy's draft bill would improve certain provisions of the Law Enforcement Officers' Safety Act (LEOSA), especially with respect to retired law enforcement officers. The legislation would also make clear that law enforcement officers employed by the Amtrak Police Department and the executive branch of the Federal Government who are classified as a GS-0083 meet the definition of "qualified law enforcement officer" in the LEOSA. The Senate bills would also lower the aggregate years of service needed to meet the definition of "qualified retired law enforcement officer" from fifteen (15) to ten (10) and removes confusing language related to that same definition.IV. Other Legislative Activity
Executive Director Pasco also met with staff in the Office of Legislative Affairs at the U.S. Department of Justice to discuss pending nominations, including that of Grace Chung Becker, who has been nominated for the position of post of Assistant Attorney General for the Civil Rights Division.
Senior Legislative Liaison Tim Richardson represented the FOP at a forum cohost by the Transportation Security Administration and the Federal Air Marshals to discuss changes to Federal regulations governing law enforcement officers flying while armed.
Senior Legislative Liaison Richardson FOP's Working Group on personal protective equipment for law enforcement.
Legislative Liaison Adam Zubowsky participated in a Project ALERT briefing at the National Center for Missing and Exploited Children (NCMEC) headquarters.
Legislative Liaisons Tom Curtin and John Gentile met with staff from the offices of Representatives Feeney (R-FL), Goodlatte (R-VA), Hank Johnson (D-GA), and Schiff (D-CA), regarding H.R. 5674, the "Federal Correctional Officers Protection Act," as well the assistant counsel for the minority on the Subcommittee on Crime, Terrorism and Homeland Security.
