Mandatory Overtime

My department has had issues in the past with making officers work mandatory overtime for events such as parades, 5K runs, festivals etc. Are officers required to work mandatory OT for NON-EMERGENCY situations? All I can find in searches is that police officers are required to work mandatory overtime.

Can anyone cite a source or provide a link that would help clarify this situation?
