As most Romanian parties support the law it can be expected that the law will be adopted in the autumn this year.
I tried to get through the draft law and there are quite some far reaching and interesting provisions, next to the widely reported financial arrangement.
The RH become a legal personality of public utility which is autonomous (!), apolitical based on the national traditions and the values of modern Romania. The Head of the House will be recognized by a joined declaration of the houses of parliament and has the several repsonibilities/powers: e.g. adopt or modify the statue (house law) of the royal house and present an annual activity report. The statute of the RH will be published in the offical monitor and therefore has legal effect (not any longer private rules of the RH but state rules.
The political savy of the RF is to be admired. They will receive now a status in law whereby their house law becomse law and I suppose that thereby their titles will be legal titles (in a republic). The Head of the House has absolute powers over his house.
In many ways previous (quite extensively and controversially discussed here) moves by the RH do make sense: establishing the RH has an independent dynasty - not mere branch of the Hohenzollern(-Sigmaringen) house - and therefore having no prince of that senior brnach as a potential heir to the headship, the new succession law, the decision of the head of the house on individual members of the house (Irene, Nicolas). It is clear now that the long defunct last monarchial constitution is not any more the gold standard.
It settles legally as well the question of "Prince Paul". The House Law - in future Romanian State law - clearly states that he is not a member of this house and no prince of Romania. He might be advised to stops calling him prince as he properly violates the Romanian law if this law enters into force.
The only control the republican authorities seems to have is the annual report the house has to present or revoking the law.
It remains to be seen where this leads to, but it is surely a big step, maybe in the direction of a restauration.
Now the RH has to deliver value for money and what happens when the old King passes is anyone's guess.
