I disagree that there was no sign of democratization. It was coming slowly, but in Germany and even Russia there were movements toward a more constitutional form of monarchy which may (emphasize: MAY) have progressed given a few more years of peace. Even the Ottoman Empire was moving haltingly in a reformist direction.
