This was discussed on another message board if I can find it!
In Europe the list begins as follows:
1. King Mihai of Romania
2. Tsar Simeon of the Bulgarians
3. King Constantine of the Hellenes
All of these princes were subsequently deposed by various means. However that doesn't affect their precedence.
There is another list for pretenders like France, Italy, Portugal.
I'm not quite sure how Bavaria, Saxony fit in here. Then of course there are the mediatized houses.
