Presumably Johan defends the right of the German people to "decide for themselves" in the referenda of 1933, 1934, 1936, and 1938 (all of which referenda gave overwhelming support to the Nazi proposals).
The will of "the people" can be manipulated in a referendum. And sometimes the will of the people is just plain wrong!
