I suspect Guy is refering to the fact that that was the year when France separated Church and State. It was also a time of great upheaval (Dreyfus,Action Francaise, etc.) in which the republic was almost torn apart. The pretender was on the losing side of most issues. Thus, as king, his conscience might have given him a hard time remaining "above politics" and on the throne. Separating the French monarchy and the Roman Catholic Church would have been a very difficult thing to do indeed.
