All the Balkan royal constitutions are very clear; they prohibit the creation of titles of nobility. Since the royal constitution also laid out the succession to the crown by male primogeniture, which would of course include the title of royal prince or princess, this is certainly beyond the king's authority, even if he was reigning.
Kings' do not acquire more authority when in exile then they would have when reigning!
