Actually, it is the opposite. All monarchs were the fount of honours and had the right to create titles to members of the family. Except if explicitly prohibited, like the 1812 constitution in the Spanish case.
For example, the King of France elevated the minor branch of Orleans to HRH and the same with the King of Bavaria with the Ducal branch (Herzog in Bayern)
So, it is to you to prove that monarchs do not have the right to create titles or styles for members of their families.
