Because when pretenders get involved in granting titles and such without it being essential to the continuity of the dynasty they make themselves look ridiculous. King Michael was in a bind because he wanted his line to continue. Whether or not he had any authority to do what he did is another issue, but he clearly felt it pragamatically necessary to perpetuate his claim to the vacant throne to future generations of family. For an ex-monarch of a present-day republics (especially one who forsook a genuine chance to restore the monarchy to pursue political ambitions) to hand out royal titles for no pragmatic purpose just makes him look out of touch with reality.
