From a superficial review of the original decree, knowing only the similar languages of Italian, French and Latin, I guess thiss is what art. 2(1) of the decree says: no more right to use titles conferred by the German Hohenzollern.
These acts are very strange: maybe the king knows things that we do not know about concrete possibilities of restoring the monarchy.
Or maybe he is just manipulated by somebody in his entourage.
Hope the first possibility is the rights one.
