Keep in mind that there are 2 cities in Germany by the name of 'Oldenburg'. One in the province of Neidersachsen (Lower Saxony), which is the one being referred to in this thred, which was the Duchy (later Grand Duchy) of Oldenburg, and was where the House of Oldenburg originated. The second is in the province of Schleswig-Holstein, and became part of the dominions of the House of Oldenburg when they inherited Schleswig and Holstein.
Oldenburg, Holstein was the original seat of the bishopric of Lubeck when it was formed in 970 A.D. The seat of the bishopric moved to the city of Lubeck in 1160.
As mentioned in the posts above, when the Bishopric of Lubeck (in Hostein) combined with the County of Oldenburg (in Neidersachsen), then the Duchy of Oldenburg was formed.
