It seems to be in literature that Hungary (and possibly Bohemia) did not have as much prohibition against 'unequal' marriages of their dynasts.
I gather Francis Ferdinand's specific renunciation on behalf of his issue was deemed useful as to these kingdoms. Austria itself was a bit more straightforward thing, no need there....
