I have had an impression that official gazettes publish the documents verbatim, taking no stance to the protocol or lack of in ready documents - whatever the document happens to contain.
So, the contents of the marriage certificate surely is not a responsiility of 'Moniteur Belge', but it's responsibility and product of whomever issued that certificate.
somehow, I have an impression that marriage certificates are issued by some 'lowly' functionary in something like town hall;
and not issued by the givernment itself. Right ?
