The widow of a childless king is still most certainly 'Dowager Queen' in technical terminology, irrespective of what she has or has not given birth to.
Fabiola possibly is not usually called as Dowager, but if so, then that comes only from the general lapse of the term dowager, and not from anything that she were not technically and terminologically dowager.
Because she most certainly is dowager queen.
The writer of that wrong postulation has obviously confused dowager with mother. Fabiola cannot be called 'Queen Mother', but certainly can be called 'Dowager Queen'.
Fabiola *can* be mentioned as 'Dowager Queen of Belgium', and in a context with Paola, that would actually be helpful to make distinction between them.
In french, it would be: reine douariere
