Well it's not that easy. First of all marriage without consent is not meant as an easy escape route for renouncing succession rights. That's explicitely stated in the explanatory memorandum to the constitution of 1815 and the legislator never changed it's official opinion. So therefore the decisions of the Dutch governments not to send a bill of approval to parliament for the marriages of Princess Christina and the Princes Pieter-Christiaan and Floris were actually unconstitutional.
Second, the exclusion bill cannot be send to parliament at the request of a person eligible to succeed.
