It was explained in Ultimates 3. Thor comments that now everyone knows he is a god he doesn't want to hide the true way he speaks anymore.

Yeah, not many people bought that excuse either when it came out.

Magneto can carry it, but if anybody can use its power why wasn't Thor worried that Magneto could use it or even attempting to find it. Of course, considering he has a truck full of them he probable didn't miss it. Maybe he looses weapons all the time so that is why Odin gave him a box full.

I think it was something ever writer overlooked. safe to say a robotic arm.
