Exactly. The OP asks "what the heck is it's [Ultimate Human's] point?" The point is to keep alive, in some form, the themes, the tone, the high quality upon which Ultimates was built, because those are all elements that are utterly missing from the godawful mess Marvel has made of ULTIMATES 3.
As for Ellis, he's great on practically everything. Whereas Loeb and Joe Mad took one of Marvel's best books and turned it into a complete waste of space that probably won't even last out the first volume of their planned two volume run, Ellis and Mike Deodato performed exactly the opposite procedure on THUNDERBOLTS--they took an utterly forgettable nostalgia venture and have turned it into one of Marvel's best books. ULTIMATE HUMAN should be ULTIMATES 3.
